Was wondering when the population on a system will stop growing? As I make Hab Units the population catches up to them. I will get a message that says "Excanum is at Housing Capacity". When I check the system, they are at 3 out of 3. I just don't know when to stop building Hab Units.

Rapid Population growth slows when Population is greater than "(Quality / 2) * 3" so for a Quality 10 System, at 15 Population.
After that point, Population growth will slow dramatically unless you build excess Hab Units to house the population.
However, the entire goal of the game is to house as many Population units of refugees as possible. Population points are the backbone of your economy and CP production, as well are critical for maximizing RP generation.

And if population growth has already has already slowed, can you jump-start it by building a bunch more Hab Units after the fact?

Excess = +2 Kickstart = Yes, depends on politics and proximity to other planets that are not in max pop-mode
