What are all the things that increase your chance of finding aliens? So far, I have:
Area: -Far from 1,1. -Dead planet. -Alien rumor.
Ship: -High hull. -High crew. -Full/High cargo. -Artifacts. -Null Field Generator (Or, what-ever it's called.) up-grade.
Miscellaneous: -Impossible difficulty. -Early on in game.
Am I missing anything?

Oh, yeah...if you kill an alien with-in the next 20 turns, that also helps. And, sticking to red/independent sectors.

And, if I am not mistaken, low Stealth contributes to finding aliens, too, right?

I think there's an officer that also helps Alien Vet or Alien Hunter, something like that. I would recommend "trolling" over alien rumors with low stealth. That means travelling back and forth onto the square rather than camping on it and hitting "Patrol." I haven't noticed a huge difference provided by being far from 1,1 and would always chose something close to a good refueling point over something far in the bottom right corner with nowhere to gas up. You'll spend more time traveling to the rumor, than you will trolling over the top of it.

The biggest influences are - Dead planet - Alien rumor - Red Zone - Large number of artifacts onboard your ship.
Yes, having officers and full cargo and a bumper sticker saying "I'm open to Alien Experimentation" helps, but do the four above on high enough difficulty, and you'll do pretty well at finding something that wants to probe you in ways that make you want to avoid sitting for a while.

And how many artifacts should we have? I guess 30 is somewhat many as I meet crews full of 500 aliens regularly :/

Also, the Elite edition gets you largest variety of Xeno and access to the parts of the map that are most likely to have Xeno to hunt.
