Would there be any way to entreat a ship of the same faction to assist you when you run out of reasons? Rank and Charisma would be a huge factor, but would make sense that you could- who's going to tell a vice Admiral, 'oooh, sorry guy- I got nothing for you' when his crew is starving and mutinous...
Also along these lines, perhaps you could haggle with a friendly/faction Merchant while at sea? Prices would be at a tremendous mark-up, but could be life-saving...

Running out of reasons sounds like a terrible risk to any captain at sea. Maybe there should be a "reasons generator" for friendly ships, that work kind of like rumors, but says things "Because silver" and "Well there aren't any jobs you can do well on land, right?"... Seriously though, I know you meant rations and I think you have a good idea here. I once read a book called "Two Years Before The Mast", which is made up of journal entries from a real sailor (in the 18th century I think). In a part of the book one ship, while sailing, basically didn't have any foods that prevented scurvy, so they asked another ship's crew if they had any spare rations with the necessary vitamins, and it worked out.
