If you ignore in-coming ships, while trying to land your ship in an Urban Zone (Or, possibly when you're trying to land, period.), you will be sent back to the planetary over-view screen, or the map, but your ship doesn't land.

It isn't? Don't you think it would be weird if you were an America cargo ship, saw a fellow Chine trading vessel, ignored them, and then headed straight back to America for no apparent reason? That's what it looks like is happening.

Looks right, no bug here. You're trying to get the Acknowledge button, not Ignore.
