I agree with En1gma. It would seem to me that the Xeno, being resistant to hard vacuum among other things, could easily infest worlds that are unlivable for humans. The Library even says that the Spores dropped by Xeno ships will erode the biosphere, which is likely part of the Challestine Scale (Quality) measure of a planet. Human weapons seek to cleanse the infestation from orbit, but in doing so damage the remaining ecology and biosphere. After all, even with only one planet we often do not look at the ecological effects of warfare. Why would we bother to consider it with dozens or hundreds of worlds?

Great feedback. I'm running a full scope simulator with this rule turned off to see what happens.
