For example: Kjartan could use something between immolation and FS (rain of fire? 15+...) and an empowered melee (fire staff 9+...).

Where would he get talent points for that "something in between" ? I only use Firestorm (and level 1 fireball). And even then I struggle for talent points. At level 40, that is.

Everything in this game seems best served by specializing 2-4 talents, extra options simply mean more variety for which to choose. E.g. Dodge/parry Kjartan with proposed firestaff empowered attack with burning blades becomes quite usable at close range with the in between rain of fire for an option that fill the large AoE discrepancy between immolation and FS. A good alternative for the latter would simply be to allow a third tier of AoE for immolation at 8+. It seems to be the most meh of Kjartans bag of tricks.

Sorry, but I really can't imagine extra variety between immolation and firestorm. Or between fireball and immolation. And empowered melee would require more than just empowered melee. You'll need survival talents to live through the enemy turn.

Cool idea, but I gotta agree with anrdaemon here... I would never consider an empowered melee attack for KJ-- he is just too squishy. If anything, I could see a short range blast being added, but KJ is so well balanced as it is. Except for Immolation. I use it every once in a while, but it really is pretty meh...

(Next group - Immolation Kjartan… How's Immolation 10 sounds to you guys?)
Speaking of which, i think Immolation could still use some love. Make it a DoT attack perhaps.

I was thinking to better hit 'em with a stick when they reach Kjartan melee range. He never will be or should be a tank, but should at least have the option of a hard fiery smack to those who sneak up on him imo. I was thinking a fat plus or x - 3x3 plus 4 extra squares, middle edges or corner edges. I admit my suggestion for it to be a separate talent is merely due to my want of something every 3 levels to look forward to, but yes modifying immolation probably makes more sense.

I think the character you're looking for is Vincent

I thought DoT was a definite no for HoS... Maybe make it no line of sight required, pairing perfectly with CA. At least then it would be more versatile and ap efficient on average.
