I like having my Engineer on each deployment. Twice, I've tried swapping her in but I don't have enough SP. This time, I have 235 SP at start but need 260 SP to do the swap.
Could a little more SP at the start? Or does the swap have to use SP?

The Swap has to use SP. Some levels are designed to have limited deployment.
If you have a specific question about a level, feel free to post it -- we can test and look at bumping the SP up a little bit.
You could also swap out to lower SP Templars to free up points for your Engineer. Up to you!
However, not every level is designed to have Turrets, which is what most players use the Engineer for.
Variety is critical to the game's deployments maintaining excitement across all 50+ levels.
