When ever I download an update for this game, I download 100% of it instead of a reduced amount that only looks at the changes. Why is that? On Android btw.

I'd try to make sure you have all System and Google patches installed. I do. I'm on a first gen Moto G GPE. Once a month I get security patches that require me to restart my phone, but still no Marshmallow. Everything I can update from the Play Store is up to date. Puzzle and Dragons just had an update released shortly after your guys, I only had to download about 2/5s of it.

Just did some testing here. On all 7 devices I tried, the Google Play download and patch service performed correctly.
Not sure what to put in this ticket. If you can e-mail me information about the device that's having the issue, I can forward to Google

Could it be a network thing? I'm on an MVNO. This happens to both my phone (XT1032) and my brother's Samsung Tab 4 that I hotspot to update apps every few weeks.

It depends on network, the version of Google Play Services, the version of the Android OS, the type of connection and how the application is stored on the device. It can also depend on if automatic updates are turned on or not.
