Is there a possibility for a map builder? for android?

Not possible for Android.
A map builder is possible but I'm not sure we'd be able to use it.
The game necessarily lacks the permissions required to read files off your device.
We originally launched it with those permissions, but we got VERY negative Reviews on Google Play.
Permissions are very dangerous to our game's ratings and sales rates, so we have to compromise.
At this point, I think the permissions outweigh (sadly) the impact a map builder would have on 4X.
