Mute Spy No More Rumor Pop Ups

There's an option to mute the Political Officer's trade ban warnings. They are infrequent and not too annoying. But at every Port, every time I check rumors, the Spy officer notice that no more quality rumors exist pops up. This gets kind of annoying, even jars the eyes when a big bright white text box flashes atop the otherwise dark UI.

Also, the blockade/spy result notice's duration lingers a long time. Much longer than it takes to spam the action button. A way to shorten this notices only would be appreciated

That's provided by the Android OS, so we cannot make it any shorter than "SHORT" which is what we are using now. The options provided by Android are "SHORT" and "LONG"
