I finished CoD and went braeys. When I attempt to go back east, game lets me know content isn't finished, but to try storm bastion or fang subquest. Did storm, but cannot get to granthorn to start fang due to ice blocking the way. Is this by design? (Koda = fang, braeys = storm?)
Also, I have a ton of h anti quests at this point.

"h anti" = hanging
I've tried heading soith, but nothing triggers the option to leave towards the south. I just have a dock with no triggers. None of the tents trigger either (I assume you mean from one of the villages)

Go to Braeys camp ath the Lake Ember (in ep.4) and walk to the south pier. There will be an option to order a boat across the lake.

I've tried that repeatedly. I can just walk back and forth on the pier, no option to order the boat. I can upload saves if necessary.

I can interact with the tent next to the pier, but no dialog options exist when it opens.

That did the trick. Apparently I missed the baron Koda question that triggered the boat availability.
