Ok I hate to be the bearer of bad news, similar problem, just different. Every so often a bubble will appear and not go away, everything else works fine.
I don't have a screenshot as apparently printscreen only gave me a black screen, I will get one next time.
PC version, Win7 x64, steam, latest version, NVS 3100.
If I reload it goes away

The latest update (4.2.13) seems to have made this bug crop up again (the original one, not the one discussed at the end of this thread). I am on a PC with Windows 7.

It is the one with the floating help bubbles being all over the screen. It occurred when I was going through the dialogue at the inn in Vrennhaulm (the first town, can't remember how to spell it). The mouse over help panels appear wherever my cursor is on the screen. They appear for the talent that they are lined up with along the x axis (so if my cursor is the the extreme left of my screen then the help for the "a" talent comes up). Zoning did fix the issue, it seems to be the exact same bug as before that John Robinson posted. Also, I played quite a bit in between when the fix was released and did not experience the bug again until just after this update hit, then it occurred almost as soon as I logged into the game.

That's fascinating that it could start happening again. I checked the code and see the fix firmly in place.
Any chance you can you post a screenshot?
I am sure we will be able to figure this out.
EDIT: could you also try restarting your computer?

Trying to reproduce it here and haven't had any luck with the old tricks we were using to make it happen (end turn in combat). I haven't seen in it dialog either, but will keep trying.
