Of what use is the Rank Shuttle? Aside from buying it at 4,008 and selling it out of Drydock at 14,400. ;D

The Rank Shuttle ensures that a Ranking Military Officer can *Always* buy a new low-rating ship.
Basically, a Captain of Rank can request a Shuttle/Fighter to be built at any Military Base.
