ok I almost have Max heat in every part of new Boston n I can't seem to lower it at all I try to avoid conflict but I still have to fight every time do I have to buy a safe house in every section just to get rid of heat? cause if so that's not cool considering half the jobs I do I can't finish due to all the fighting I have to do

Heat is unavoidable if Wanted or if the reputation is extremely negative, however.
Staying at hotels and safehouses reduces both as the "heat blows over."

If your heat is to high to travel and do jobs go to LosVal districts and only take jobs to deliver messages and packages to another LosVal area. This is usually the safest way to build enough money to fix your problems, plus you can slowly buy down your heat from the lv boss. I say this because fights in LV areas are usually easiest to deal with imho.

I'm not 100% clear on how it works but I do know you can have a pretty high heat in one area and almost none in another, but it is based on faction,so if your heats high with LV it will be same for all LV districts.

If your reputation is red, then you will always have heat in that area until they forget about you, which can take a very long time, they forgive you, which takes cash but you can buy off the Los V that way in their hideout, or you do enough missions that they stop hating you.
If you have the chip for Vinny the Rat, you can work for Los V and not go into their area. Don't take any package delivery jobs, just stick to escort and message delivery for outside of the Los V area, and use the faction screen (tap on your face , then the lower right corner) to find out how hated you are.

Hmmm, just in case you don't know its tough to make everyone love you,as doing missions against factions sometimes hurts your rep with them, plus just like bad rep and heat fade slowly with time at inns and safehouses, good rep fades over time to. It makes sense that people get offended when you do to much for their rivals so you might have to accept one or two factions not likeing you unless you want to constantly juggle missions and who your doing them for. The streets hate me and honestly I don't care, they don't pay me enough to.

He will kill, steal and destroy in exchange for Credits and favors. There are times during his career that the powers that be in some sectors are out for his blood. It will, however, blow over. The Cyber Knight's world isn't the highly regulated space faring future of ST -- your reputation on the street is fluid, and ebbs and flows.
