Ship builder addition: custom upgrade!

I thought this might be fun as an option when custom building your starter ship, similar to the trading XP for items option in character builder. You could add one upgrade, like Aperio gets wf tank etc.
Or is it a balance issue? No upgrade because I can specify everything else?
