Upgrading from design level 3 to 4 my Strike Fighter went over mass?? Only change is design level.
Actually have screenshots but heck if I can figure out how to upload them!?

Oh I thought they were increasing mass! So smallest design level, biggest reactor! Nope, I'm good to go. Thanks!

You probably want to pair the largest possible design with your best reactor. However, higher reactors or higher design levels can be mixed to create unique ships.
Design Levels, like all ship components, also include build, cost and maint values.
And the Reactor you pick sets the maximum mass, and also sets the Refuel Ship Attribute, which takes points out of the Design Level.
