Trade Permits

according to manual (v 2 and 3)
"Trade Permits are purchased at the Palace and protect you from all Pirates working for that Faction."

but

more than 3 times i was attacked by pirates when i got permits from pirates's faction (and from faction's zone where it was)
there was only surrender option - not acknowledge

is it bug in game or in manual?

Pirates never put up an Acknowledge button.

You still retreat (they'll take your stuff if your surrender. A donation to the Faction.)

However, Pirates should never be hostile towards someone with a legal Trade Permit.

I will call this a bug in the manual and try to update it.
