Are Promotions random?

I have been working toward unlocking the ships and I'm currently on the Demanding level for quick promotion.

I noticed over several games that the promotions seem to be random. I start the game as military officer and go to the home planet and about half the time I can get the first promotion right off the bat.

Is this based on background random faction stuff or something?

No, it isn't random. Promotions are available based on your starting reputation.

On some games you are probably alluding Military Ships for no reason (when you could surrender with no ill effect) and loosing Reputation. On those games you won't be able to promote.

If you get lucky and avoid any patrol ships, you may reach the homeworld with enough Reputation to Promote just based on your Father's reputation.
