ok maybe this is by design but it has always struck me as odd. I would see Starport 4 available before Starport 2/3 upgardes. I would go woohoo and take that advantage (upgrading to ST4 from ST1 without knowledge of the lower technology), without question. Until now....
Now if this is by design that you can get Starport 4 and upgrade to it from Starport 1, without first knowing ST2 or ST3, I think is crazy.
I'd prefer there was a pre-requiset for all upgrades to have knowledge of the previous, for example, you get ST4 early but that is only a teaser because ST2 and ST3 come after this and you require a knowledge of ST2 before you can upgrade to ST3, so on and so forth....
Or the tech is in the wrong order, but I prefer the scenario above.

The current order is very intentional, at player request and serves and important purpose in the balance of the game.

Upgrading straight from starport 1 to starport 4 takes a lot of CP and $, so I often don't do that until a colony is more established, especially in early game. So even though you unlock 4 first, I often unlock the others and use them first, especially on low quality systems.
The order seems a bit odd, but I see how it provides balance. From a lore perspective, it might be easier to build a massive starport than a slimmer one... for some reason. The naming order is also helpful when picking what to make, since larger number always means bigger.

My lowest quality systems get started on SP 4 as soon as they get a factory and get out of negative income. If I couldn't build them then the system would die out because there just isn't enough room for the necessary upgrades to keep them afloat.

well, I upgrade from ST1 to ST4 early game on core worlds always.
For it just dosent feel right. I understand the maintenance costs go up, but it provides a big advantage.
