I know some officers increase certain contract prices, but what else can I do? My negotiation does jack for it...

Increase rank, increase relations, take contracts from steel song and Cadar. I noticed that Cadar likes to give me contracts that go far and therefore are well paid.

Rank, Relations, Trade Permits, and Death Warrants. Once you have those things in good order, you'll find contracts offered that are greater distances away. A good rule of thumb is that it is not worth your valuable time or effort to press the auto pilot button for contracts less than $1000 per AU. In fact, later on, you are consistently offered contracts of around $100k.
I just checked one example. I am a Devaltos Spy by trade. I have Rank 21 with Cadar with reputation 5109. TP and DW of course. From the Palace, I was just offered $163,928 to deliver a message to a Rychart planet 38AU away (106 weeks to complete). I'll deliver that message and see what Rychart will pay for the next contract ...
Update ... I arrived at Sernouaan, smiled and delivered my message. I went to the Palace and, with 7083 RP and Rank 21, I smiled at the contracts officer and said "What do you have for me". They opened up the special contracts folder reserved for captains such as myself. "Sir, I am authorized to pay you $291,319 to deliver 31 units of spice to a Devaltos planet 36AU away. You have 213 weeks to do the job."
Yeah why not - I have over 2,000 spice units in one of my planetary caches, so I'm good to go.

Look I'd pay for your deliveries dear Officer Genious. I admit that my test character is playing in the late-game ... (turn 42,608). I tried with a captain on Impossible diff, turn 10k, and got offered 3x contracts. 34k (8AU), 98k (14au delivery), 91k (34au normal mission). I'll try with an earlier turn character soon

When dealing with Cadar, tell them you'll send hot dogs, bath tissue, and a certain De Valtos Zealot to Cadar Prime if your not paid well
