Help guide this average world to health and prosperity.
When a small world is affected by great tragedy... 1 morale = 160% maintenance cost 2 morale = 150% maintenance cost 3 morale = 140% maintenance cost 4 morale = 130% maintenance cost 5 morale = 120% maintenance cost 6 morale = 110% maintenance cost 7 morale = 100% maintenance cost 8 morale = 90% maintenance cost 9 morale = 85% maintenance cost 10 morale = 80% maintenance cost Thanks fallenThe spice den costs; $200 + 20cp(4 turns) + $5/turn = ?? Maybe betting on growth (HABS) and investing in factories, waiting until the population increases to 5, before building the spice den?

Go Hab unit, start another Factory, then if population jumps you can subsidize the Spice den, (if you don't want to spend the cash) or you can ignore the factory and just build the Spice Den.
You just don't want to get over 5 Pop without having one, as you'll be going even lower in morale.
If that drop is because of an anomaly, morale will slowly go up without your intervention, until something else acts upon it.

However, Morale increase is faster with Spice available to the population.

True, but there are other things to do than worry about Spice. That tempo could better be spent in Hab units and anther factory to build everything else quickly, including the necessary Dens.
What is the current income on the system?

At Morale 10, you are getting a 20% maintenance discount, so that Hab Unit only costs $8.

Typically I go the path of en1gma but this time I opted to build the spice early. A strategy I have applied across the empire.
Although I do not know how to measure the two options from a turn/dollar perspective.
What is the cost of 4 morale if 10 is - 20%?
Especially when a small world like this has relatively low maintenance.

giddion - from the game's online help manual (http://www.tresebrothers.com/star-traders-4x-empires/game-manual#Morale) - hope that helps. So, at Morale 4, you'd be looking at, I believe, +30% Maintenance cost. MoraleMorale represents the general attitude among the star system’s Population towards the Senate and Factions – from happy and motivated to enraged and rioting. Unhappy systems are less productive and cost more to maintain, so it is to your benefit to keep your people happy. Insufficient housing is one of the biggest causes of Morale loss. If your star system’s Morale is at 7, your maintenance rate is unaffected (100%) by Morale. Below 7, your maintenance begins to increase. At 8 Morale, your system’s maintenance rate is 90%, at Morale 9 your maintenance rate is 85% and at Morale 10 your maintenance rate is 80%.

So, reading the manual; Spice Halls are critical to keeping Colony Morale high which will reduce maintenance cost for all Colony Upgrades and is critical to defense during Xeno invasion. Spice Halls also produce critical Research Points for your Empire. Can you elaborate on the bonus a Spice Hall provides during invasion? Can you also confirm the %% listed in the first post related to colony maintenance and morale? I have been editing it with the information you have been providing.

giddion - it is simply not that simple Your Morale-Maint-Multiplier is based on Difficulty. Easy is 0.25, Normal 0.5, Hard 0.9, Crazy 1.0, Impossible 1.5. Your Maintenance Rate (which has already been modified by many other Factors, including Quality, Population, etc) is then increased by a % based on Morale. 1 morale = +40% x Maint-Multiplier 2 morale = +35% x Maint-Multiplier 3 morale = +30% x Maint-Multiplier 4 morale = +25% x Maint-Multiplier 5 morale = +20% x Maint-Multiplier 6 morale = +10% x Maint-Multiplier 7 morale = +0% maintenance rate 8 morale = -10% maintenance rate 9 morale = -15% maintenance rate 10 morale = -20% maintenance rate Hope that helps. The net result is that low Morale is less impactful on lower Difficulty games.

Each Point of Morale below 10 provides a 5% penalty for your Defense vs. Invasion by Xeno. At 1 morale, you have a -45% efficiency rating that is applied last, after all other bonuses and penalties are calculated.
