Clicking New Ship Plan while in Star Dock, then backing out without a purchase, is disabling New Ship Plan at that Star Dock.

I am not sure if I understood the question.
New Ship Plan (or review plans) just presents you ships available for sale in the star dock. If you buy a ship, it can't be undone. However, unless you trade in your previous ship, you should be able to use your previous ship.
Once you have a ship, there is no way to tweak it's stats except for upgrades.
