Spy Officer no rumor reporting

Just started playing again and have noticed odd behavior for the Spy Officer no useful rumors toast.

If I go in and there is no useful rumors get toast as normal.

However in spice halls with large numbers of rumors I won't get toast about no more useful rumors if I keep clicking next rumor. Exiting the rumors then going back to them will give toast.

Seem to recall in past when the last useful rumor was given clicking next rumor would generate the toast from Spy.
Not sure if this is issue from my new Samsung S6 or was a bug introduced in one of the more recent updates. Playing v5.10.3

Do you have some of the Toasts turned off in Options?

No I don't.
Did turn on long officer toasts after posting this but made no difference.

I'm cheap and why pay for the rumors when Spy will tell me if they know anything useful?

The Spy-Rumor features haven't changed in 3+ years. Not sure this is a bug.

Buy rumors is free with Spy officer, haven't you read the guide? It is free even though it says it costs $100. Also, I think that the thing actually works only on Buy rumor, since Next rumor can even miss real rumors.
