I have a few problems that I am not sure how to solve. Maybe someone can give me some tips:
- I am not sure what to do with those small, low quality systems that cant seem to stop growing in population. Should I just let them demoralize and become independent, should I try to over build and salvage them. Sometimes I think giving them to independents through low morale is the best option. The pop stops growing and I can actually build mines and get some economy out of them. But once they're indies, I would still need to keep the constructions already in place to maintain the population happy. There's no stat that tells what is the maximum growth of a system which makes it even more annoying.
- Is there any way to kill or move population between systems?
- Does the population actually stop growing
- How does TP work. How much money does it give, is it population related, is it only a net amount +(or -) whatever comes form politics
Other questions will come, but that's all I got for now. If something is already discussed, please point me in the right direction.

Welcome to the forum.
There is currently no way to eliminate or move population between systems, although there may be in a later update. Population will stop growing at 50% higher than quality. TP is not influenced by population, but its value is effected by politics.

I'll take a first shot at this.
Low Quality System --Once you've unlocked the proper tech, low quality systems can make a contribution. You may want to map out how you'll get to population supporting techs like advanced Hab Units and Orbital platforms. The first Orbital Defense tech also supports one population. --I've had games where I wanted a low quality systems to go Independent, but it stubbornly refused. --On low quality systems, I install one factory and one spice den and then focus on Hab Units. Keep in mind, Hab Units/Population bring in income. If you can get morale to a decent level, then a system with only hab units, spice dens and factories can make you money--especially when factories idle.
--The chances of population growth go way down once population reaches 1.5 times quality. There's a light at the end of the tunnel.
--The amount of money you earn per TP varies depending upon the current political situation and which faction. Many positive politics improve the value of TP. Devaltos also increases the value of TP. Check out the guide to politics for details. Basically, TP are well worth pursuing, as long as you don't have a lot of negative politics. It's also good to balance your economy with a mix of TP and Mining, for those inevitable conflicts.

I get the same error when trying to access the game manual.
The Senate Library says the base value of a TP is $15.
The Senate Library can be accessed by clicking the library button on the Notifications Screen.

It looks like my low quality system people stopped reproducing like rabbits. It's actually giving profit. Pretty cool.
