I keep going to places with a rumor of a surge in trading, but no fire commander is available. I have a free slot with my first mate. Lg G4.

I am afraid that fire commander isn't yet implemented, since even help file doesn't show any picture...

Then why does he not appear in surge of trading rumors? Is he only on certain planets or is there another rumor he is more likely to appear?

If you look, the Help File tried to show a picture, but it shows a little error icon, on my phone. I figured my phone was being stupid but... I think the picture is bugged, and I haven't actually found a surge rumor ever since the officer was added...

I have found them too, but none with the officer. I thought that due to the state of the help file, he hadn't been implemented yet...
Btw. The description of his skills is showing one empty dot on my tablet.

Still no surge rumors. In all honesty, I just have the worst luck with rumors. I'll keep looking. I'll dedicate a captain to looking for it.
EDIT: After dedicating a captain to everything that would help water-fuel consumption, I found a surge rumor. The officer button is grayed out, so you can't recruit it... is the fire officer male or female? Anyway, there you go.
