I've played on Hard mostly. But maybe it is time for me to take the next step up the difficulty chain and see if I can still eschew investments in planetary defenses, in favor of building a strong fleet. My 'Strong Fleet' strategy includes periodic Reconnaissance in Force into Xeno space to bleed off their strength and hunt down World Killers and colony ships.

I made some cruiser escorts to lead my torp boats in xeno space found 3 planets they have been around for a long while. Will send my colony ships since they don't seem to want them. I'm building my planet killers now.

Ok, I've since restarted twice, but I have figured out how to better set my economy. Now I need advice on fleet, more my PI fleet.
As far as fighters or cruisers, I prefer cruisers as the core of my fleet. I get a lot of kills with 2 torp cruisers firing over the backs of 2 or 3 gunnie rails. More expensive per upkeep, but I prefer Damage per Turn (DpT) over high repair/refuel and I have no need for the tender ships. I have late contact in the garden.
My questions still revolve around my PI ships. I typically use 4 to 8 PI ships because if I don't I tend to get them destroyed. I know shielding is important and evade is useless for PI, but what about pilot like 3 to 5? Anything else worth considering these critical vessels. BTW,I use a mix of scout and invade... I rarely nuke it from orbit unless it's a crap quality that serves me no purpose.

It depends a lot on how often these PI ships are entering combat. You can skimp on Pilot and Stealth, focus on Sensor, Invasion skill, Repair, higher hull points, etc. Upgrades that improve your attack are also a big advantage for PI.

They don't see continous combat and I escort them with my attack wing so I can use them for their purpose.

More than tips, I guess how to build them so they aren't taking 50-70 damage/invade attempt? I've redesigned them recently and haven't been able to test them yet, but...I'm curious about Cory's comment up there.
My latest design is 11 Dura, 7 Shield, 8 Sensor; 5 Pilot, 7 Invade (+7 extra from crew, so 14 total). I'm at 245hp with 8 armor...I'm hoping this time around they'll be able to last more than two planets?

I would get shield raised. Shield is responsible for the damage you take when you attack a xeno planet. I'm just learning myself, but I would take it out of durability and at least lower pilot to 3.

Pilot is with Captain Skills which I've only delegated to that and Invade. I'm loathe to take points out of Durability, however...I was posting in the PI Thread to see if anyone else had made much headway into seeing whether higher HP or higher Armor/Def would be better, but it's been a while since anyone tested, it seems.

Invasion is to cause damage when you invade. Shielding lowers damage you receive when you attack the planet. What I have found that helps is don't use any less than 4 PI ships. The idea is to build 12 and have a colony ship in the back lines. Escort your PI ships with your attackers to defend them against other ships. The first wave of attacks ahold be majority of scout the rest invade. Second round more invade and scout. If at any time one of your PI ships is about 1/3 damaged, pull it out and replace it with a fresh PI ship. Wash rinse repeat. Cory has helped me a lot above, his earlier advice has helped.
