Templar encounters?

I know this is probably out of the scope of ST, but while playing TA, I realized just how active the Templar Fleet is in the Quadrant.  Yet in ST, we never encounter them (except planetside as recruitable officers).  Would be fun to have an increased chance of Templar encounters when your rep is very low and you have been trafficking artifacts.  Templar ships are, of course, extremely deadly, with very high level and a high chance of successful boarding, and a good chance they will whoop your rear end out the airlock. Should be a pretty big deterrent to a life of wanton crime?

Maybe something to consider for ST2?
