hyperspace combat crew

What ships can utilize the hyperspace combat crew?

I researched it in hopes of using it with my mesa hawk fighter (that uses torps), only to find that I cannot, it only gives me the option for titanium prow (same as cruisers) - I obviously have more tech to get, but the only ship I seem to be able to use the hyperspace combat crew on, is the fighter, which can't even use hypersonic weapons in the first place?

I'm still on my first play through, so maybe I'm just missing something here.
Please, help me out.

You can see the different types of upgrades that different ships can get in the tech tree. Mesa Fighter and Cruiser get Propulsion/Prow upgrades. Go for the Thulun Cutter, which gets Crew/Structure, Battlecruiser, which gets Crew/Bridge, or Strike Cruiser, which gets Crew/Prow.
