If you're having trouble with population, I generally recommend first subsidizing a factory (except if Thulun or Cadar), then building hab units for new colonies. Factories should be the highest priority building in my opinion, because otherwise your population will outgrow your means of constructing habs.

I definitely second that. Your morale may tank of the population rises, but at least you will be able to catch up again!

ha, ha, the unexpected and mostly uncontrollable population growth of this game is very different from other 4X games, and it can be a challenge to manage.
I've definitely lost games because my population got ahead of my hab units, caused morale to plummet, which led to expenses increasing, which led to negative income and no money in the treasury.
The trick is to keep the hab units ahead of the population growth, and part of that is building factories early so you'll be able to pump out hab units quickly when needed and avoid decreased morale.
One should keep in mind that in a colony with good morale, occupied hab units provide income.

The refugees coming out of the great Exodus are voracious in their demand for housing and desire to take new worlds for their Faction. The race for power is on once again, as soon as the first boots hit planetside.
