No sorry. The leaders of the Factions elect Senators from among their ranks. Each Faction sends Senators to the Senate. So how are the leaders of individual systems elected then? Just curious. It probably varies by Faction, for even by the individual system.

I always thought it had something to do with democracy not really scaling up to an intergalactic level. Things get to certain size and nothing would ever get done in a democratic system.

Yes, imagine if rather than two political parties, there were now 100. There are more than two democratic parties now (and far more than a handful depending on where you're looking and when), but only two that are major ones in the US, for example. I imagine a space democracy over planet systems would have several (technically) selectable parties, but only a handful of viable ones (i.e, ones that can actually get elected to anything).

Thanks for answers! Okay, well there is one thing that still doesn't make sense... Why does the De Valtos description say they control the sole elected position in the Quadrant, if some senators and Indy leaders are elected? Why do De Valtos say they're the richest Faction in the world when Javat has more Minerals? The Factions say a lot of things. I prefer to put my faith in fire and steel.

This is correct. The Faction planets, and the Factions, need to be able to operate over great distances with delays. Thus, the government of the Star Traders is segmented into smaller and smaller divisions each with a function to play.
