Are the Houses and Clans each run by some sort of committee or just one single ruler? Like Java's leadership, is it one person, a special group of people or a coalition of the leaders of all the fraction's systems?
In other words, what sort of political system do they run under?

I'd assume the Syndicates run a Senate... a fair Senate? Probably not, but they have one. The Houses, I think, have more of a... I don't know...

It depends on the Faction.
Each is bound to organize itself in compliance with the Faction Accords.
There are two sub-doctrines within the Faction Accords (think of it like a constitution.)
One organizes Syndicates and the other organizes the Great Houses.
Great Houses are like constitutional monarchies while Syndicates are more foreign concept, a constitutional timocracy.
