1. Am I correct that I'm trading deflection for evasion bonus, basically?
2. For Scouts I understand why high level armor is what it is. I'm not grasping the high level armor for Paladins and Berserks. Take Warded Plates, or the new Relic Armor with Evasion for example. The new Relic I just looked at, so I know the numbers, 70(74?) Armor, but at 30℅ deflection. So are it's final stats about equivalent to Leviathan Armor (32,72℅) for Soldiers, with a few Evasion points to make it a little better?
3. The inevitable, lol, so how do I use it effectively? I'm asking as the Armor is a lot of gear points. I love good Armor for melee, even at the cost of sword type at times. For instance, why use The aforementioned Relic Armor on a Paladin, when Interlinked Command (52,90℅,+8℅ counter) is only lvl 9, and is bad ass Armor?

capthawk - not sure how to answer the question. The armors have different stats. Evasion is Strong Dice to avoid Ranged Combat, so this helps you avoid getting tagged at range. That makes the armor situational, and you'll want to consider who you put it on. 76 Armor on the new Command Relic is the highest in the game. However, 30% Deflection is a risk. Remeber that Penetrating hits come from rolling a D100 against [(Defenders Deflection) - (Attacker's Penetration)]. So, the challenge here is that you are going to be leaking Penetrating hits. Weaker monsters like Scitterings may even get some. If an enemy has high Penetration (Goliaths, Spitters) you're almost gauranteed to get smacked with a "p". Instead of 39+D39 damage reduction, you get D39 ... ouch. So, its nuanced. Like most things, you want to take the advantages / disadvantages of the armor, and then stack war gear (in this case, more +Dodge or +Deflection) to help compenstate, or to double-down on what its good at (more +Armor!). I'll note that it gets more interesting with berserks. With the new infinite counterattack talents, a berk gets a swing every time an attack misses... But only occasionally if it hits. So evasion (and autoblock) is where it's at.
Go ahead, take a swipe!

fallen - whoa great combat guide, thanks for the link! Learned a couple things I wasn't even looking for. I'm sorry my questions were vague. Despite that, you did answer most of my questions. It's the deflection vs. armor soak value I'm trying to figure out with this evasion armor. Like you said, losing the deflection rolls can be ouch! I just haven't had great success with Evasion Armor for melee classes, too many ouch moments!

capthawk - glad I could help! With that armor, you've got to compensate with Gear or Buffs.
