Just started playing and wondering if it's normal for the Xeno to continually send their colony ships into my space looking for planets when their are empty ones (planets) obviously closer to them, playing on hard difficulty

filthyluca - depending on the alien type, and the current state the AI is cycling through -- yes, that is normal.

Keep those vermin out of your back yard if at all possible. Local infestations are a real pain in the neck.

From the Xeno perspective, colonizing in your space is a good strategy. If successful, it disrupts your colonization plans and establishes a beach head. If not, it puts the pressure on you. Forcing you to maintain a certain level of forces and divert forces from the front lines.
