I've been thinking about how best to have viable soak teams and thought of a few things. I'll let you guys decide if any of the thoughts make sense.
1. Improved talents e.g. PfS with more ice res, PW/RF with more unholy res and/or any with better armor (higher talent levels esp.).
2. Improved attributes, e.g. add toughness to str.
3. Improved skills, e.g. Lore adds elemental res, Leadership/Security adds armor, invocation unholy res or the like.
4. Improved gear armor or res some, or maybe add a % based absorb type, e.g. 10% absorb would remove 60 from a 600 pt. hit, but only 15 from a 150 pt. hit. Maybe gear that makes healing more effective for high HP teams...
6 HP everywhere, healing an absolute must...
6. None of the above, the game is perfect, how dare I make suggestions otherwise...

I don't know. Armor is dodgy enough, and a sometimes false sense of security...
Here's how I see it-- in the Underdeep, humans are the prey, not the hunters. Even though the four are death's chosen, they're still frail compared to the denizens of the deep...
From a gameplay perspective, I think it's already viable to attain enormous levels of soak, if that's how you want to play. I feel like adding too many more soak elements would throw the whole game off balance, as you could just run PfS, Fervor, Stone Skin, and throw on all the gear, raise all the attributes, and never take damage. Not to mention the mage abilities Shockwave and Frigid Air, or the combined power of Crippling Strikes, Punishing Blades with any of those...
If anything, I could see a 9th and 10th level increase to the armor bonuses of certain talents, but not sure if even then I would invest that far in any of them.

I agree, at least up till Brutal +... Dodge is just really hard to beat on higher difficulties no matter the build I try, at least storerooms, due to the acc gap if you go for HP/armor. So I guess more types of acc+ gear in ep 1-2 would be a gentle way around it too. You're halfway through the game getting maxed... LbtB+CS PfS+MS RF+CD or BA(if HP focused) DoS(for stealth)or QsD+PB. It almost works... Just I always end up shy on acc, dmg, healing or armor. Dodge + acc is just too big on higher difficulties as far as I've tried, new Vraes excepted -NM is great . I won't stop trying mind you.
