Previous Purchase of Hyperion Ship Skin Pack NOT Recognized

I definitely purchased the Hyperion Ship Skin pack previously, quite a while ago, maybe on my previous phone.

I cannot use these skins and they do NOT show as purchased in the 'Store'.

When I push the 'buy' button, I get this message, "A problem occurred configuring Google in-App Billing" on a toast with a gray background.

I never bought the Great Clans Expansion Pack. When I start to initiate the purchase of the GCEP, I get to usual Google Play purchase pop up with white background.

This is all happening on on a Nexus 5X with most recent Android and ST4X.

tenbsmith - the best starting place is to go to your Android Settings > Apps > Google Play and tap on Clear Cache. Then restart the phone and try again.

I cleared cache and restarted, that didn't work.

I did NOT clear data. Should I try that... i don't want to lose game progress as I've got a good one going.
