Can Your Build Faction-specific Buildings Anywhere?

If you unlock faction specific buildings like Steel Fortress II or Naval Academy I, can you build them on systems controlled by other factions?

I seem to recall you can only build them on the same faction. So, Naval Academy I can only be built on Thulun systems.

Faction specific upgrades can only be built on worlds controlled by that Faction. Unique Ship hulls however, can be constructed anywhere.
