I am a Star Hero and Immortal High Muckity Muck. I have battled many enemies to benefit the palace and the syndicate
I meet another ship of lesser status. They are in awe to be alongside such a legendary figure.
My crew is dying of thirst and about to mutiny. I need water and fuel. As a high ranking member of the military, I need to commandeer some of the other ship's water supply in order to complete a mission of supreme importance. I would even be willing to give them Vudka or other supplies in trade.
What? There is no way to transfer supplies from one friendly ship to another? You mean I will have to do battle with this friendly ship in order to transfer cargo?
In all seriousness, some way to transfer cargo with friendlies, or even ask for surrender or trade with neutral or un-friendlies would be a nice addition.

One thing to consider is that a humble merchant ship you encounter may only have just enough water-fuel to make it to their destination. It ought to cause a reputation drop if you commandeer all of their water-fuel, no matter how highly ranked you are. That captain would return to the nearest Spice Bar and proceed to drag your name through the mud.
A friendly trade in deep space could be just the thing for smugglers to do and could there could be rumors in the Spice Bar from captains wanting to make such meetings. It would be perfect for selling off or acquiring banned goods. Of course just watch out for the authorities!
Another possibility could be covert space Independent-owned stations hidden in deep space or just off the trade lanes offering services only to those who know where they are. Perhaps fellow pirates and smugglers who trust you (Spice Bar) could reveal the locations. They would never appear on the map and you would have to scan to find them once you get to the supposed location. Only captains with criminal records would be allowed to land. Of course highly ranked and powerful captains could receive missions to locate and destroy such dens of iniquity. Then again supposedly abandoned stations could be one time stops for obtaining artifacts, electronics, records, and unmitigated terror.

I can totally see how the game would be able to manage hidden zone's like this.
They'd be essentially inaccessible cities that could only be side-loaded via the Patrol option.

I like the idea (it has been sent in via e-mail too) about Captain to Captain interactions in Deep Space that aren't hostile -- Parlay, Trade and outright "Give Me Your Stuff See This Uniform?"

This is a perfect use for the Charisma stat and Negotiation skill.
The higher the Charisma/Negotiation, the better the chance to trade.
Of course the faction of the other ship comes into play as well.
Trade would not allow for destruction of the ship or enslavement of the crew.
As for taking all of the water, it could be setup so that only their surplus was available for trade or transfer.
Perhaps CHA/NEG could come into play with that as well. Low CHA/NEG only gets you access to 20% of cargo, high CHA/NEG gets you access to 90%, or something along those lines.
