Aside from Military Ships, do planets offer different upgrades and ships (different as in since you visited it last) based on any or all of the following:
1) Game time 2) Reputation with a particular faction 3) Military Rank with a particular faction 4) Captain's Level
I know that if you purchase a particular upgrade offered by any planet, it will be not available anywhere. I'm wondering if things otherwise change dynamically.

Yes on all points. Plus additional factors like difficulty, economy, star port rating, rumors, conflicts and Faction. Probably other stuff too.

Other stuff, aka, No you need the upgrade? Lowers chances of it being there. Do you really need the upgrades? Dramatically lowers chances of it being there. Have you been searching the quadrant for an upgrade you haven't unlocked? You'll find it on whatever planet the Xeno have infested. Have you just installed an uninstallable upgrade after not being able to find your desired upgrade? Dramatically raises chances of finding the upgrade. There are several other factors hidden in the code, but I don't want to bother you with the details...

So much for mapping out where certain upgrades and ships are in the universe. Other stuff, aka, No you need the upgrade? Lowers chances of it being there. Do you really need the upgrades? The solution is simple. Syndicate capital. This planet always has many upgrades in stock and has quite frequent ship upgrade rumors

I found an AWESOME ship the other day available right at the beginning of a game on Normal. Some kind of military freighter.It cost like 260K plus my trade in of the default starting ship. I busted my butt getting the cash together quickly. I was an Explorer, so not too much busting, but I am new to the game. Only to find the ship no longer in the list. Seriously disappointed.
