Our Reputation(15) with Stevis Stormsky is too low to gain such trust.
But in the lower right hand corner I have

This is the composite reputation system that combines Faction, Conflict and Contact reputation into a single score.
We're still working on the display.

So you have the Contact Reputation, and your Faction Reputation.
Your Contact Rep is adjusted by 50% of your Faction Reputation, up or down.
So if you have 50 Contact Rep and 50 Faction Rep, your "effective Rep" will be 75.
Because he appreciates that you are good to his Faction.
Not sure the optimal way to display that ... and it gets more complex when you start adding in Conflict-Faction reps.

How to display this is dependent on the answer to the question 'Why should we care?'. We learned from CyberKnights that the fact that your faction rep diminished your heat in neighbourhoods that love you, while logical, was very confusing to newbies. You work a lot for Los V, in the Los V lands, and they are happy, and then, ooops, step into Streets land to deliver one piece of mail and suddenly everybody wants to kill you. "Where did that heat come from?" everybody asked. So the reason that CKs need to care is so they learn to check their global heat values before they take jobs out of friendly neighbourhoods.
Contact Rep == What_Is_This_Called + 50% Faction Rep.
Why do Star Traders care about What_Is_This_Called ? It seems to increase when you do jobs. Do other things matter?

Does this mean if say I want to hire some Scouts from my Ex Explorer contact but don't want to take his explorer missions (that I'm likely doomed to fail because no explore skill) that I can just build up enough faction rep to make him happy enough to allow me to hire scouts from him so I can do his missions in future?

xdesperado - a contact's willingness and ability to work with you are tracked by Influence and Rep. Providing most Faction services to Star Traders costs a Contact Influence. We're working on cleaning up the display of this to make it very obvious. Probably too much in text and more icons might help when you are browsing the services. Influence is garnered by Missions and when the Contact is on the winning side of a local Conflict. Help them win Conflicts, big bonuses.

I don't recall seeing it, but I'm blind to this stuff anyway.

You can see Conflicts under Status today. I don't think their epi-center is displayed today.
