Officer Non-Ship skills not displaying correctly

Created new Captain gave 4 command as off skill as you can see in first pic.

Second pic shows an Electronic Tech who had 0(6) Command as off skill that I promoted to officer and gave second job of Merchant. Now displays 2(8) which seems wrong but whatever.

Third pic with both Captain and E Tech in On Station status shows Command 2(+4) so apparently it's displaying the E Techs 2 from Merchant and the Captains 4 from off skill.

It looks right to me ... I'll try to figure out a good answer, as well as talking to fallen about ways to display this better.
