The Doctor tab comes up, but my captain isn't on the list though he lost like a quarter of his health. The rest of the crew showed up though.

A zone Doctor is able to heal up to (Econ Rating x 8). Seems like your Captain is above that threshhold.
Will try to get that expressed in the game, took #ST2-3354 for this.
