So my latest couple of captains have started with Contact priority E. Yep that's right I get 1 contact at start of game. My go to is the Politician because he offers just about everything you want to get ahead early. Missions, most of them the delivery or pick up types with a few passenger ones thrown in, Trade Permits, Military Rank and access to recruiting Diplomatic Crew who have a talent that increases your pay for missions. My go to Profession of choice is Spy because they collect contacts as their special ability but you can do this with any Captain type. First thing you do is promote a crew member, if your priority for profession is high enough the promoted crew member will get to train a new job if your priority is lower then the promoted crew will need to gain a level or two before training second job. What you want to do is make that crew members second job Merchant. They get a talent that gives you a shot at gaining a contact whenever you recruit new crew.
On my last game I had a half dozen contacts before I ever made my first jump out of starting quadrant and by time my Captain and ship went out in a hull crush combat I had a dozen contacts thanks to the combination of Spy+Officer with Merchant Job and talent.

Yep, great strategy. The game contains literally hundreds of contacts.
Those people you are finding are not Starting Contacts.
Starting Contacts are special. You're finding game contacts. Those are good too.
But don't get confused and say 5 random game contacts are just as good as 5 starting contacts.
I think the generator currently puts 1.6 Contacts per planet.

I've given it a go and it is highly effective for captains that only need a few contacts.

That seems like a great idea. I've been tooling around with a merchant and, while I'm making big bucks, I only have 2 contacts (my starter + a random retired explorer I found). I'll try it out and see how it works.

The only potential flaw with this plan is it does somewhat limit the impact of the 'close by' quadrants of the first few hundred turns. With a few mission based contacts you can make serious bank starting up an intergalactic mail service The benefits probably outweigh the disadvantages for most people though

Did your additional starting priority points offset that lack of early game mission running? Probably.

Note that you can keep firing low level crew, so that you can hire more and maybe get a contact with this strategy, in case this bit was not obvious.

Apparently, not all contacts are what they are cracked up to be. I've got one who calls himself an archivist (keeps some old letters in his basement?) and he offers me no missions, no special recruits, no fancy gadgets and stuff. I've got a 148 rep with the guy and he's got, what, 11 influence. I mean he's a light weight and kinda disappointing. You know, cause outside of the fact that he hates De Valtos and has some sort of fetish for assassins, he's not particularly interesting.

Some contact types are incomplete in v1.0.17. Archivist is one of them.
v1.0.19 will improve it, but they really won't be fully functional until Contacts are release for real.

Lol, ziiiiing!
Archivist will have a voracious interest in buying Intel (data records) of any sort. Not the best prices, but he'll take anything. (not yet implemented, just explaining the idea).
