 If the starport is suppose to not have any options at all it pobably should state something in theme like "Closed for Expansion" or "Labor strike" or "Currently Refitting" ect.. An empty box just doesnt look right. |

I believe this may be for places with stardocks so terrible there isn't even a refuelling point, just parking spaces

Correct. There will be "really bad Starport" options that show up in Phase 2 and Phase 3 -- think stuff like "Make Emergency Repairs" from ST RPG.
