Map analysis has shown that Orbital Zones are under-populated and under-powered.
I have adjusted the map generator to detach maximum population from planet danger for orbitals. They're in orbit, so who cares the planet is magma!
This should make Orbital Zones more viable for Contacts as well as general services. They don't have unique artwork yet, but they will soon.

Has anything stood out to you in your maps that you think the proc gen should be changed to avoid?

Not sure if it's related, but I've noticed lots of places that have starports that are empty. Can't even get fuel.

A set of yet to be completed functions will go on "Primitive Starports" You should see primitive starports mostly in low population zones or on high danger planets.
