There are two different things you can get when you tap on a button called Contacts. One, at the top level (after you hit maps) brings up a list of all your known contacts. I think this is great.
But after you land, Contacts means 'A particular Contact you can talk to'.
This is confusing when everything is new. If it was instead labelled 'Mission Contact' (and maybe had a graphic that was half of the contacts one and half of the Missions one, with a diagonal slash separating them) it would have been less confusing for me. This is the sort of thing that you get used to, but there seems no particularly good reason not to make it easy for utter newbies.
I can get out the a photo editor and make an icon mockup of the half-and-half if this is not clear now.

The both show locally scoped contact lists when you press them. I'll let fallen decide.

For me -- 'list of people I know' is in no way the same thing as 'actual person I can transact with'.

Maybe one should be your Addressbook, while the other are your real Contacts.

You've had planets where you have multiple contacts in a list? If it was limited to 1 contact per world, we'd just have that button do the launch directly.

My best scores are from places where my Politician and my Prince are on the same planet, in the same town. Got 23 missions done in system. Good thing too because a Pirate mashed my hull pretty good, before, who knows why, he ran away.

I am tracking this "Pirates Suddenly Become Friendly" bug in the metrics right now. I am not sure what causes it, but I do see the AI bug.

Maybe the AI decided it didn't want to be a pirate anymore. Maybe they wanted to go legit as a merchant.
