fallen , Cory Trese Howdy pards just cum ofen a long stretch of prospecting looking to raise H in town but wanted to ask a couple questions before I hit the saloon. This build is running pretty good I've got 2 more crew that have leveled (already have the officers). 1) I don't need anymore Navigation. I'm wondering what level the crew member must be at before the choice of getting a second job is offered? 2) The two leveled crew mates are continuing to get XP but I haven't spent their Talent points because I want to save them for when they get a second job. Can I stockpile Talent points this way?

1) They never get a second job.
2) Yes you can stockpile. Mostly useful for before you promote.
If you need specialist Crew, you can recruit them from Contacts.
That option balances for the the "single job Crew" restriction.
Do you have 5 officers?

Ouch..I also was waiting for a second job opening for some of the crew.K,might have to rethink the officer jobs selection then.

What I've taken to doing when starting a new game is a bit of house cleaning. I'll fire crew that I don't think I'll need (for example, I don't need 7 fighters as a merchant) and will hire on crew that I do need (almost always pilots. I love pilots). Once you get a bunch of high level crew, your build becomes extremely flexible. Of course, a couple bad rolls could cost you some very good crew, which will make you scream and cry. Like I did when I lost my level 8 pilot.

I just lost a Level 18 Spy-Bounty Hunter-Soldier officer. Really painful.

If you promote a level 1 to officer they can train a second job at level 2. Not sure what all levels give the train job chances. With officers you have the choice of what job to raise and if you want them to have second and 3rd jobs. Rest of crew just raise the level of their job. Higher levels of a job open more talent options up, save talent points if you don't have any currently available talents you want that character to have but think a future talent might be good.
