Contact in the wrong place?

So, here's an odd one.
I have a Prince contact... On a planet where the only landing-area is wilderness.
Because of this, any of his 'perks' outside of giving missions are nerfed, as wilderness has nothing of enough importance to allow for trade permits, rank raise, etc.

I can try to post a screenshot if needed.
