I'm an explorer captain. I just found out 'Somewhere in this Quadrant an Explorer Crew has come across a rich find of artifacts'.
Do I now go zipping around the quad, looking for wilderness areas? If I weren't on Android, would they showing up from a distance? Or is there something I should be doing in order to further refine my search -- talking to my ex-Explorer contact in the quad, for instance, -- so that I have less searching to do?

Sorry, that rumor is not fully implemented at this time You cannot get Artifacts by exploring yet.

Ah. After clearing out the quad I was going to post _but there are NO Wilderness areas HERE_, but it's not a bug if it is not in the game yet ...

That is actually a bug. You found a bug BEFORE the code was written.
