Current game all zones labeled Smuggler are the same faction as the primary planet owner. I agre with xdesperado on a this. Smugglers should have a general distain for the law. This should be especially true story with regard to the majority faction in a quadrant. Smuggler captains need love too, you know.

You know, there is a fairly decent compromise to this. Rather than having an entire planet designated as a smuggler haven, why not use Contacts instead. A smuggler contact will give you a much better price on the illegal goods, simply because he has got connections in the Nether world. Whereas if you happen to find a smuggler on the planet, an extra icon on the side like for a star port or spice hall, that can sell your goods but you would be given a much worse price. Especially if you are not a smuggler, or pirate for that matter. Then the transaction can be completed like you would for a mission. There will be a chance that you could be caught during the transaction and the illegal goods confiscated, but you might loose all of your cargo, be arrested, loose your ship, and be punished by the faction that actually claims the planet. This would simulate a subculture for the smugglers. And would also add a little bit of hazard to your dealings with the underworld.

PC x64 Win10 Thanks, I've taken #3431 to look into how a Smuggler zone could end up with those stats, and to review the political rules they will follow. You might have seen the big words "NOT-IMPLEMENTED" next the Smuggler profession in character creation

Certain Contacts will have access to a special Exchange option called the Black Market. Between finding worlds that have low legal ratings, and Black Market contacts, Smugglers will have lots to do.

I've talked about this a few times on Twitch, but "Smuggler" is just a really bad name. These trade-based economy types will be getting a rename. They already have a bunch of special rules in the proc gen, like having increase Black Market points, lower Law levels, etc.
Calling it a "Smuggler" economy is just confusing. You're looking for Indy worlds, which can be mixed on Faction planets in St2.

Maybe Indie settlements in Faction systems should have the Independent flag next to their stat box, so players looking for them know without having to waste fuel landing at both?

I meant Indie settlements that are located on otherwise Faction controlled worlds, not Indie controlled systems.
