Improve Ability to Change Range in Ship-to-Shi Combat

@cory does range change roll against the enemy ships dice or is it only vs "self"?(edited)
basically what i wanted to ask is if both ships give advance orders. Is it possible for both to fail to move? or is it a guaranteed move?

Ship range change is rolled against the enemy ship.

It is possible for both to fail.

Try not to think of it is as simple distance thing -- both ships are maneuvering for a range and position they want. In doing that, they may end up no closer to each other.
